I almost was his law clerk at GAO

I was shot down with 2 hours notice after having been selected as Dembling's law clerk at GAO. Knocked out by "apportionment" (and old law that sent residents of the states around DC to the bottom of selection lists).

Paul G. Dembling, co-author of the legislation that founded NASA, passed
away on Monday, May 16 , in Florida.  He was 91 years old.

As NASA states in its article remembering him

Dembling served as the general counsel to the National Advisory
Committee for Aeronautics (NACA), NASA's precursor, and later as the
NASA general counsel.  Dembling also served as the General Counsel for
the General Accounting Office (now Government Accountability Office).
